Thomas T. Handy was born in 1892; career army officer; served with numerous artillery units (1916-1929); served in both world wars rising to rank of general in 1945; assigned to War Plans Division (1936-1940, 1941-1945); and was assistant chief of staff for operations and deputy chief of staff under George C.
